Kher is the Chairperson of AJEEC NISPED Negev Institute for Strategies of Peace and Development and he is an expert of government policy in the social spheres and for current trends in the Bedouin society. He is involved in a wide range of projects in the field of community planning and development. Kher has been serving as a management member of several civil society organizations, including Sapir College, Abraham Fund, Igul Letova and Midot. He managed a Regional Welfare Department for many years and also worked in the Canadian welfare system for three years. Kher holds a B.A. in social work from Ben Gurion University of the Negev, an M.A. in planning and social policy from WLU University in Canada, and an additional M.B.A. from the University of Haifa. He lives in Tel Sheva.
